Obviously this wouldn't work, but if there are in fact laws that support what he is trying to do then he first has to make an attempt and then sue. At the very least it will create a discussion around tyranny, which is when the laws don't apply equally to the elite as they do to common men.

They need to try this again, and continue using these peaceful non-violent methods.

However, the next time they should enter as a 2000 persons strong group.

A grand jury has already reviewed the case, so they could then turn Turdo over to the international Tribunal of Crimes of Church and State.

A common law court would then try him for crimes against humanity.
