That was three federal (DHS or FPS I believe) agents protecting the federal courthouse from rioters in Portland. That was done with high power lasers.

They try to blind officers every night as well. Theres a constant stream of lasers at the courthouse ever since. Thankfully theyve given the officers protective eye equipment.
