Isn't this more true for foreign than internal issues?

There are some small but real differences in their domestic priorities, but when it comes to foreign affairs... that's deep state territory. If you're Iran the US will come after you no matter who's president.

Setting aside the plight of immigrants who are directly in the crosshairs of this administration, if it doesn't matter, why are other countries so interested in the outcome of our elections?
