I don't think so. You can use the excuse that something is out of your control to be useless, but that is not what the meme says. It says "know when something is out of your control and know what isn't." It is a common propaganda tactic to convince people not to do things that they can with the excuse that they aren't doing something else.
For example "you are stupid for trying to organize protests when the problem is that jews control the media". In that way they "nip the problem in the bud". They stop you from ever gaining any momentum. They stop you from ever doing anything because you are wasting your time trying to figure out how to overthrow an entire system.
