What your seeing is the result of the neoconservative philosophy. An ideology formed in response to the cold war fears that rampant communism would threaten to destroy our democracy. The gist of which is that we need to cut down communism at the root whenever and wherever it takes hold in order to protect ourselves. I believe the origin of this movement lies in the creation of Castro's communist regime in Cuba. During the height of the cold war, this was a devastating threat, that there was a communist regime a few miles away that could be used to launch a nuclear attack before we have a chance to detect it. It really shook the military and government leaders, to know that we allowed this to happen, and proved so impotent in dismantling Castro. We tried to assassinate him many times and failed.

You notice things really ramp up in 1991 - during George Bush Sr.'s term as President. The former director of the CIA, his experience steeped him in fear of communist or other US opposed regimes taking foothold around the world.
