It's supposed to scare away birds, they don't have capsaicin receptors, so it tastes like fruit to them. They can pick a bush clean before you know it if you're unlucky.

I had cardinals keep my strawberry plants empty last year until I put up some netting.

Reminds me of a small bonzai tree. Interesting setup... looks like you might have drip irrigation.

It had drip irrigation for a bit during a trip, but it doesn't stay like that. The pepper plant loved it though.
