As far as I'm aware, Mussolini wasn't antisemitic. He may have collaborated with Hitler, but in his own country, Jews weren't looking to be persecuted by the state.

Despite this though, "fascism" still gets slandered with links to genocide, even though Italy was less brutal than Imperial Japan was in war time.

He just gave you the answer to your question. The Japanese aren't white, aren't seen as threats or serious rivals. As for Mussolini, he was a close ally of Hitler, who is viewed as Satan incarnate.
