The pertinent documents are going to be tobacco industry lobbying records.
I very much doubt that vaping is good for you and it's probably unhealthy. It's clearly less unhealthy than cigarettes which are not banned. And the tobacco companies aren't happy with the competition so they lobby hard to get the studies done on vape health effects so they are banned.
I'm not in favor of outright banning either, but if we're going to ban vapes for their potential health risk, in order to be consistent we should also ban cigarettes for their known health risks.

Anyway banning things is stupid, let people make up their own minds.
