The major difference is that this is a common problem especially in the Delhi and northern areas because there is also a culture of rape in some of the villages, with no accountability for all rapists, no reliable policing, and certainly no justice in the corrupt court system, as well as the likelihood that the parents of the raped girls will often remain quiet, so that their family is not harassed, and the girl's future is not at risk (options for marriage), and much much more. Rape, pedopheilia, and corruption are endemic at all levels of society in various parts of northern India.
