Anti-Russian sentiment in the west is going to have about as much of an impact on Russia as a wet paper bag so who is it designed to influence and why? What if the purpose is to ensure public support for a NATO operation in Ukraine? Is all of this the pretext for WW3?

Most likely. There's still a lot of anti-usury laws in the Middle East and strong ethnic groups as well. If the US and Russia get into a fight they will drag the entire Middle East too.
