We can imagine at least on scenario where a mask "works" The scenario where a COVID-19 infected person takes a big slobbering sneeze all over your face. In at least this one case, if you were both wearing masks it's reasonable to suppose that the amount of mucous upon which the virus rides would be reduced enough to prevent a transmission.

But beyond that scenario, I think masks are not actually helping. It's just the state taking the virus as an opportunity to train people into submission. If people sneeze into their elbows 100% of the time, we're all good.
