Funding infrastructure projects, whether they be 5G, power plants or upgrades to existing infrastructure, is often done during times of financial crisis to keep people working and the economy moving. It also ensures that they are in place so when the economy does bounce back, they are in place to allow even further growth.

This was done in the 1930's when the U.S. built the Hoover Dam and the Manhattan skyline (ESB, Chrysler Building, etc). It was also done during the 2008 meltdown. My employer build one of its largest data centers during that time exactly for the reasons stated above.

I am surprised I have to tell you this.
