There needs to be a a popular vote threshold, if under 5% voter turn out, people at that rate would wake up in mass. But that won't happen because people want to put someone on a thrown to rule over them and better the interests of the corporation. Planting a seed is the only thing you can do because education has failed us, and it shows. Public schooling now, compared to the private schools in the 19th century is indistinguishable. For that matter, try answering initial application questions to Havard in the 19th century. I couldn't even comprehend them. Education of knowledge was needed back then before 1861, it isn't the same today. Critical thinking is not taught. And so a whole population removes themselves from critical thought to let men rule over them.
