There needs to be a a popular vote threshold, if under 5% voter turn out, people at that rate would wake up in mass. Education of knowledge was needed back then before 1861, it isn't the same today. Critical thinking is not taught. And so a whole population removes themselves from critical thought to let men rule over them.
