Just follow the lead of Hungary (iirc) and eliminate income tax for large families.

They thought they could replace the workforce with robots, so they never bothered to figure out how to fix their society. The problem is their men are far too feminine. 40 years ago k pop would be universally considered revolting. Now they are mainstream. It's not just Japan with this collapsing testosterone problem.
