Like US government propaganda to sell wars to Americans, World War I, the pandemic of 1919, the Espionage Act, etc., the UN is successor to another fine mess that Woodrow Wilson got the US and other natons into. He was great at that. And he didn't exactly have a mandate, having won mostly because a popular former Republican President ran against an incumbent Republican President.

According to the U.N., peacekeepers have been working across the globe to put "new tools into the hands of civilians of all ages" aimed at combatting mis- and disinformation, including launching workshops in the Democratic Republic of the Congo (DRC).

Peacekeepers at the workshops are training young people to become "a digital army capable of detecting false information" by "producing content with the help of a smartphone and editing software and simultaneously spreading objective, credible information" through what they call "relay clubs" that disseminate these messages through their networks.

This is why no one trusts these bastards, they're just training people to promote THEIR misinformation to drown out voices challenging the "approved" narrative. The "War on Disinformation" is more than just controlling what people think, it's also the latest grift:

I underestimated just how much money is being pumped into think tanks, academia and NGOs under the anti-disinformation front, both from the government and private philanthropy. We’re still calculating, but I had estimated it at hundreds of millions of dollars annually and I’m probably still being naive - Peraton received a USD $1B dollar contract from the Pentagon.

Thanks, Obama!

Regardless of whether no law was relevant or whether government was expliciitly barred from propagandizing its own citizens, in reality, governments have always propagandized their own citizens, esp. during war time. Typically with help from privately owned media, the entertainment industry, etc. However, Obama was the first POTUS to make that "the law of the land." (NDAA 2013)

As to the entertainment industry, I once took a evening course on film for no credit.(Best way to learn and have fun, too, IMO.) Only half-joking, the prof said, "Hitler thought he only had to defeat the military. if he had realized he also had to defeat Jack Warner, he would have thought twice."

And claiming they have rights that supersede parental rights. This stuff has been flying under the radar forever but it's like the monster finally decided to fully reveal itself, no doubt in the mistaken belief that it's too late for the people to fight back. Guess we'll see.

We know that the “blue” UN helmets are only a shade different than the “white” helmets used in Syria to spread lies and disinformation.
