They taught everyone EVERYONE that leaving home was BAD, going to school or visiting even family was DANGEROUS, and leaving your immediate close neighborhood under anything but extreme duress was EVIL-

THEN they told you if you so much as TOUCHED ANYTHING a stranger had touched, let alone got near or spoke to one in public!, you were a deliberate MURDERER.... or the strangers were.

AND finally they encouraged ugly violent destructive mobs to roam freely and burn and kill... often groups NOT LIKE NEIGHBORHOOD RESIDENTS WHERE THEY WERE DESTROYING.

NOW, after a number of years of this, they told everyone to go back to normal.
