Anything can be removed unless it's in a Windows 10 UWP "protected store," in which case you remove it by uninstalling the OS.
That OS came with ads as a core feature; what did you expect? I've documented UWP and its related 'features' over the years. The whole UWP thing started with Microsoft trying to insert 'telemetry' into their Visual Studio C++ compiler so every C++ software on earth compiled via Visual Studio would phone home to Microsoft. That got shot down real quick.
Anyway, its sole purpose (along with Intel IME and Apple T2 chip) appears to be to march Desktop/Laptop PCs toward the inevitable lockdown a la cell phones, where you must buy a new PC every few years because something craps out and it's automatically unfixable. I can't fathom another reason for designing their software to be so restrictive to a user or technician yet open to literally any website that asks.
So, that undeletable cookie? That's just a taste of what's to come. Keep that in mind if you are serious about protecting your PC.
