It's from somewhere in the Spanish-speaking side of the Americas as you can hear a woman say "ambulancia" (ambulance) several times. I don't think it's Mexico, it could be from Central America...

It's in Cali, Colombia. I tracked it via "CENTRO COMERCIAL FORTUNA P.H" written on the back of the Security Guard at 0:21.
