Warning: Lady recording the scene screams very loudly!

In this video from an overly excited woman, a little kid can be seen dangling from a balcony. How did the kid get there, nobody knows. The kid realizes that it's in no good position so the kid tries to get back up the guard rail but fails. The kid instead ends up momentarily standing on the edge of the wall, still holding on to the rail. Unfortunately for the kid, it loses balance and finally falls all the way down. The camera fails to capture the moment of impact, but it sure was loud.

Is it really "overly" excited when she (who might not be dulled by watching people die on a daily basis) sees a baby die irl?

Definitely not because she was desperately trying to call for someone to help her from dying.

It was indeed loud because she hit all but her head to the steel roof underneath.
