That is still racism to an extent. It might not be negative per se, but it sort of promotes racism socially.

But the comment about gypsies is even more racist because that would usually carry a negative connotation, while your example would carry a neutral or positive connotation among people.

It is not racist to say Ireland is full of Caucasians. It is simply a fact. Saying that does not include any hatred of Caucasians. If you said 'Ireland is full of scummy Caucasians' or some such derogatory remark, then it may be considered racist. You would still have to demonstrate hate though.

Stating that commenting on gypsies 'would usually carry a negative connotation' is a huge leap. Have you evidence of this?

I think that you have a very narrow definition of racism. Racism does not have to include hatred (but that doesn't make it a good thing).

The word gypsy has always had a negative connotation to it. It's humiliating, demeaning and derogatory. I can't fathom how that's not common knowledge. What sort of evidence are you looking for?

First of all, how would you categorize it? Scientifically, there is no such thing as "Caucasian race." If you categorized it based on some pseudo-scientific socio-political definition of race, then yeah it would be racism by definition.
