Man with Russian name on international flight enters the United States with no passport and says he doesn't remember how he got on the flight. Sergey Ochigava said he had not slept in 3 days.... He had no plane ticket and the US government cannot explain how he got here.

He should have flown to Mexico, and then cross the border. There would have been no questions asked.
