I figured it was as a deterrent to possible Russian expansionism to double down on the NATO commitment with troops from a more advanced country. Lithuania is right next to Belarus. Latvia is next door too, and borders Russia, not sure why they weren't a candidate. Maybe u/Gravi can speak to that. But if I was either of those countries I'd feel better with some token German forces.
