Yes spend tons of money to appease the 0.001% very logical

It's more like due to laws requiring you to have handicap accessible facilities it's easier to just make those into a separate room and just let anyone who is handicapped mentally or otherwise use it.

I wouldn't go as so far to call transgenders mentally handicapped
