The administrators who allow this shit to happen are either evil or fucking retarded. Like how could any sane person actually think it's a good idea letting men cohabitate with women in prison? This is such an insanely lucrative cheat code for any male prisoner that I'm honestly surprised women's prisons aren't at least 50% dudes by now.

I'd assume bureaucratic systems in place make everyone just shift blame to someone else.

Edicts from on high by some politician that only cares about election numbers, to the main policy board who is forced to draft some policy to keep their jobs. Then everyone down the line will just say "well the rule says this, it's not my responsibility to maintain safety in the prison that's the prison warrens responsibility, I'm just filing the paperwork sending this person there" .

At some point someone has to basically put their foot down and say no, fight a bunch of shit , go to court, and eventually win, but that doesn't benefit the person doing it, why should I stand up to stop this nonsense when someone else will and take the shrapnel from that instead of me. End result will be the same regardless.

No easy solutions to fix this problem. Of course the easy solution to the problem of trans people committing sexual assaults in women's prisons is to not send them to women's prisons.

There's a lot of nuance and case by case decisions that need to be made when dealing with this issue and the few cases where it is probably a better idea to put the trans prisoner in the opposite population of their sex. Which is not something bureaucratic machines are good at dealing with.

Bout the best you can do I reckon is "if you have a penis you are automatically disqualified from women's prison". "If you have a history of sexual violence you are automatically disqualified from women's prison" "if you haven't already completed the legal transition process before your crime you are automatically disqualified from women's prison"

Then like sure, some long time trans person who has committed tax fraud or corporate theft or some other kind of non-violent crime probably has a good case as to why it's better to be housed in the female population.

It seems like the problem in the west is they are more focused on protecting the individual rights of the one person rather than the individual rights of the entire population. The trans women's "right" to be validated supercedes the women's right to not be violated.
