This seems like the EXACT type of person who belongs in a mental institution.

Paris has convictions for 87 offences - including sexual assault by touching.

Holy shit like actually can't control himself. They are putting him on the sex offender registry for 5 years but this seems like it should be a lifetime appointment even though I'm usually skeptical of the registry itself. A guy urinates in public and ends up on the registry but this person touches 87 people inappropriately and is only on there for 5 years.

Seems like the exact type of offender those “imprisonment for public protection” orders were made for, which they can no longer hand out unfortunately.
