Interesting that the report doesn’t have half the hysteria that surrounded various legislative efforts in the US (Parental Rights in Education) or UK (the veto of Scottish SelfID).

I suspect it's because they know that trying to browbeat some African leader who's (maybe, on a good day) a half step up from being a straight-up warlord is going to achieve precisely nothing. You want something accomplished in Africa, you need to bring lawyers more guns and money (for people to use the guns).
