Because the locket is a powerful magical object created by a powerful dark wizard and Kreacher is only a house elf? Ron, Hermione, and Harry also have trouble destroying the horcruxes. They can only be destroyed by basilisk venom, fiendfyre, or the sword of gryffindor (which absorbed basilisk venom).

I mean Kreacher is crying about it at points? Like he'd been trying for over a decade at that point and it's clearly part of what sent him round the twist imo. Imagine your last order being an impossible request... It's explained pretty clearly I thought that he tried so many different things that didn't work.
