If I recall correctly, there was a Nordic country that has developed water-proof polystyrene blocks that can be linked together, so the whole structure can move with the surface ripples of the water... that was almost 10 years ago though.

Japan has installed a number of these floating solar farms, they seem to think they have the mounting structures -if not perfected, good enough to add more.
