You're probably losing fat weight but gaining muscle weight as you're getting more tone, so the number on the scale won't budge much. When I'm trying to get more into shape, the number on the scale is only a single variable I look at, not the end goal.

Have you had someone measure your body fat percentage before-and-after? Have you take a tape measure to different areas of your body (waist/abdomen, thighs, triceps/biceps, etc) to note size changes? Taking any mirror pics along the way so you can more objectively observe differences over time? Are your clothes fitting any different?
