I realize you are busy but perhaps you could create a front page that is exclusively promoted content. Have that be the default front page and if someone wants to change that they can go in the options and select top to be their front page. This way you can have quality content when a new user comes to check out the website.

You could even create a back end system that automatically promotes content based on the up votes of select accounts that aren't trolls.

And it would actually be cool if content that was on the top of other "tabs" would be removed from the promoted tab so that you could more easily find a larger variety of content. So when you hit that other tab you aren't getting the same content again, and having to scroll past it.

It's an interesting idea, but then legally we become a "publisher" if we hand-select the things that are approved, in my understanding, and then the legal rules that apply to the website become much more strict and I bear more liability.

I like your ideas though, keep thinking...

Youtube does this exact thing and they maintain their public platform protections. There is a distinction between promoting content and blocking it. Even if it is not the front page, but rather a tab for curated content I think it would go a long way to provide an oasis during times of attack.

    Removing is different from approving. Blacklisting is standard on platforms. Whitelisting is what makes people a publisher
