It has so many subscribers because prior to a few months ago, all new user accounts were auto-subscribed to all subs, so those numbers don't reflect an active user number in that particular sub, and never have.

Regardless. Subsaidits such as that won't get any active user without moderation, and you will be faced with people from reddit showing up, looking for equivalent subs, finding a bunch of dead ones, and then leaving, not logging back in.

Subs being "dead" has nothing to do with the moderation team, and everything to do with if people post there or not. I've seen more subs killed by over-active mods, than lack of mods

It most certainly has to do with moderation. Christians for example, don't want a sub that atheists can start posting porn to to spite them, and without moderators, that will happen.

Porn is against site rules, so no that won't happen

If it is not porn, it will be something. With no moderation, birgading here will be at all time high.

Mods aren't the only ones who can stop brigading

Admins can also stop brigading. Also users can have a big impact with their votes and comments

Users shouldn't have to deal with it and if they had a choice of not dealing with it by going somewhere else they will. One can't expect administrators to moderate subs either to the level that's needed. It's barely possible to moderate one sub, let alone every sub.
