The next part is applying ways to adjust the temperature to the best level possible (heating or cooling). Having plans and measures in place, backups if possible, is vital for those living in areas with extreme conditions
We went through $50 of wood keeping warm during freezing temps for 24hrs last time we went camping. I think most people might need to just move or even become migratory.

I think you're right. I can see people forming communes or small, close communities. Most people in the larger cities might not survive long enough to get there. It would be like Hurricane Katrina survivors held up at the Superdome.
