It's almost like they want us to know and for the divide and lack of respect between police and common person to grow.

That's exactly what they want.

The more internal conflict, the better.

It's funny, the character who said that quote in GoT ("Chaos is a ladder"), was the one who reminded me the most of a George Soros/Epstein type of character in their world. Always had blackmail, thrived off of chaos, was an opportunist who played his role from behind the scenes.
