Tonga doesnt have its own sub. Also: Tonga's cases come from New Zealand. If they didnt get flights from New Zealand, they wouldnt be infected now.

Is it likely NZ has more cases than they think if they are now infecting other countries.
I suppose those people flying in had to get the full vax and took tests before getting on board as well but still carried it.
