It does seem that the people on the Czech side of the border indeed are afraid of their water being contaminated (in addition to losing it in their wells; apparently the water supply in one of the bigger local water sources has been decreasing in the recent years) and they also complain about dust:

Well my guess would be that the expansion is needed so that more coal etc. can be mined... so not expanding it would probably mean it would need to be closed in the future sooner or later.
