Dissolve the districts into autonomous federations and negotiate various private agreements between property owners. Less radically, implement free association and direct/independent democracy.

Create volunteer militias with a professional technical arms force gleaned from the nonProgressive elements of the army and police.

Something like that. Couldn't be worse.
