Why exactly do some U.S. states produce their own Real ID's, while other states have them produced in other states, and mailed back to them?

something to do with the certification of the process producing them ?
cost of it - bureaucratic bs ?

The impression I'm getting is that the issue is federal regulation. That, although the cost of producing a Real ID isn't that much greater than a conventional driver's license, the federal regulation is much, much tighter. So, the state is responsible for ensuring the training and compliance of any agency issuing these Real ID's, and, in the case of many states, they simply don't want to be bothered with the extra work. So, they're willing to pay some other state to take care of ensuring compliance with federal regulations, so they don't have to be bothered. In other words, pure laziness.
