They have a culture that view children as a work asset because they were all farmers, so the more kids you had, it was like free labor to work the fields. That culture hasn't really changed. China had their "one child policy" moment, India never did

^ This right here. Most of India is still rural and agriculturally based. In the cities, you see lower birth rates and higher education, as you do in other countries.
