If Twitter says an external link is "unsafe", what does that mean? Does the webpage have a virus? Or is this a form of censorship? (You can find the URL in the comments.)

Censorship, same way that reddit globally bans bitchute links.
They use the flimsy excuse that a long time ago, in very first versions of the app, Bitchute used P2P to distribute traffic between people watching the same video.
We all know the real reason.

Interesting observation: that you noticed Reddit also tries to stop traffic to Bitchute. (I didn't know that since I don't use that website, but I know it's popular.)
I noticed Twitter said it was a P2P platform which I thought was wrong of Twitter. And so what if it was? Thank you for your comment.
