Should subs that don't violate the rules be removed from s/all by the admins?

Your question is incomplete.

IFIFY:

Should large sub communities that don't violate the rules be removed from /s/All by the admins in order to not dominate /s/All and change then character and nature of SaidIt?

It's the front-page, not new. New just shows the latest posts in no particular order, but the front-page sorts them by votes — which are fraudulent, as you said.
