That looks like it could have been stationary, like an anchored balloon. I believe the tic-tac footage to be VR on the HUD for training purposes. I had heard a Navy veteran say that there is something on the display that indicates it was a training mission and ground control introduced those bogeys on the HUD. This could be a similar situation.
