I don’t think it is a loophole. They were presented with relevant research that stated in no uncertain terms that there is a significant advantage for male players, regardless of HRT, and that it posed a threat to safety and fair play. They acted on this research by updating their policy.

Calling it a loophole does it is a disservice - this is how we want policy to be approached.
