Racism? Minorities? Both the cop and the 13 year old were white.

Also, he complied in the last fraction of a second (to be exact, he threw the gun .4 seconds before surrendering and getting shot). That's a stretch to say he complied.

Not that I know much more, but a couple points:

Yea, if you put the noose behind the ear it will snap your neck. You're definitely braindead instantly, I think it takes a while for your body to actually die. I'm surprised there wasn't much of any drop, their bodyweight alone was enough. I remember hearing that (in some different context, I think 1800's USA) it wasn't enough for some lighter women, and family members would need to pull on their feet so the hanged wouldn't suffer needlessly.
