What exactly is going on? Are they hoarding orders and waiting until they get several before making a round of deliveries? Wouldn't they be reported on and banned if all of their orders are delivered late?

I finally watched this video shared by u/RR_2023 --- The man recording didn't explain the details about how this scam worked. I think the Walmart customers lost no money and they still received their orders. The narrator mentioned perishable items in the shopping cart, like dairy. Because of the delay in the car arriving to deliver the groceries, some cold items could warm up. The scam, I think, was that the delivery service may have a rule that the first to arrive was the first to get the delivery job. The men with no car were first to arrive, but then waited out in the parking lot until their ride showed up, while cold items were no longer refrigerated. The narrator had his car ready to go but had to remain idle until another order was ready for pick-up.
