I would take what JFK said with a huge grain of salt. He may have said it, and may even have wanted to do it, but that doesn't mean he was going to do it. His remark sounds like an emotional outburst, made without regard to whether it was feasible or not to do it.

Maybe.

Some see the CIA as a counterweight to presidential power. And politicians don't care much about morality and the will of the people. So, even if he wanted to disband them, gathering the support required could have been impossible.

Self preservation isn't the only possible reason someone may have wanted to kill him. Jesus has a long list of potential killers and reasons.
