They were actually talking about a Roman coin before Jesus mentions the whole "render unto caesar..." thing, so by the context, the topic of taxes is definitely one of the things the Pharisees was using for testing Jesus.

Also, the Jews were just begging Pilate to crucify him, thus throwing false accusations against Jesus to Pilate which is seen in that Luke chapter.

But basically, the whole point of "rendering unto Caesar" is obeying the law. Paying taxes, not bribing, etc.
