republicans were not allowed to be an active part of the ballot counting process. They were allowed to observe from dozens of feet away from the counting tables. They were sometimes not allowed to enter the building where the counting was being done.

But they're not needed in order to hack voting machines, nor would they be as helpful as human intervention. Yes, hacking is possible and could have been arranged for some machines. The hacking of 8 million votes, however? Hacking would impact only a few thousand votes in some districts.
