The city-run O.B. Curtis Water Plant has been plagued with issues for years and has issued numerous boil water notices, but recent flooding impeded its ability to offer reliable running water to 180,000 Jackson residents.

all for calling shit out, but these things do not appear connect (aka their policies did not create flooding which created the shortage nor apparently did it create the plant that is plague with this problem for years)

The city spends months per year on boil water notices. The current situation is because backup pumps don't have the capacity necessary. They're on backup pumps because the primaries failed a month ago (hence the current month-long boil notice) and the city utterly neglected to fix their shit.

According to the linked article which you read surely and just forgot it says this, the current mayor campaigned in part on promises to fix chronic problems with the city's water infrastructure!
