The fact is they have no idea how much wealth these people really have.

They can have a rough estimate for someone like Gates because a lot of his wealth is in shares (which of course isn't money in the bank) or land in the US but even then there's a lot they can't see.

For the Russians, who have a lot more physical wealth, they have zero idea. Russia owns 12% of the world's crypto, how can they count that?
